Solar-powered Braille watch

Telling the time if you are visually handicapped could be as simple as asking those around you, but more often than not there is the need to remain independent of others. Jeonjun Cho, a sophomore at Kyungki University, Korea, has designed a solar-powered watch for the blind. This new timepiece comprises of a simple dot, line, and plane that form the basic factors of the Braille language. It is currently available in wristwatch and necklace formats. I'm not too sure how the watch works though, will the dots actually go up and down when displaying time since lighting them up would be redundant?
