Watercooler that senses humans

Phileo has successfully created a watercooler that turns itself on automatically whenever it detects a human within a 3 meter radius. I'm not sure what is it exactly that turns on, since you will need to keep both heating and cooling elements powered all the time. Perhaps the Phileo Watercooler will prep itself up to dispense water automatically? I'm also curious to know as to what kind of technology lies within that detects humans, or is it just a proximity detector that could be triggered by a nearby item such as a trashcan or fire extinguisher.
