Check out the new Peggy from Evil Mad Scientist Labs - this 12" x 15" hackable pin grid retails for $80 and and comes with pluggable LEDs, featuring a programmable microcontroller that can animate up to 625 positions. I can think of a thousand and one ways to use this, but one word of caution would be responsible in your signage while remaining sensitive to the culture and your environment.
