FCC does the Citi Phone

The FCC has made it known that a phone known as the Plus II from the Citi brand (manufactured by Mobicom) actually exists on this terra firma. Thing is, will this be one of those banking handsets from Citibank since it features NFC technology that could be used to make mobile payments? Never mind that - what's more important is the nitty gritty on some of its specifications :-
- Dual-band 850/1900 GSM candybar handset
- Navigation buttons in place of numeric keypad
- MP3 playback capability
- Accelerometer for faster scrolling
- NFC technology
