Technologically-driven consumer goods obsolete within 2 years

The Consumer Protection Group recently stated that the entire range of technology-driven consumer goods become obsolete within 2 years. That means you have to fork out a pretty penny every 24 months to remain at the top of the food chain. Is this normal, or is it a ploy by the industry heavyweights to hold back certain technologies on purpose in order to keep the industry chugging forward? This means most warranty periods will be outpaced by the rate of technological advancement. It is strange that software companies were not included in this study. Surely the obsolosence rate is lower, considering the fact that we have been using Windows XP for nearly 5 years now.
