Clicking Camera Phones FTW

A US congressman aims to promote a new law which makes it compulsory for all camera phones to make a sound whenever an image is taken, and even the phone’s firmware should not come with the option to silent the camera sound, with the sound being loud enough to be heard “within a reasonable radius”. We personally think this is rather absurd – would this law take effect only for new phones that are released after a certain year, considering most, if not all of the current camera phones have that very option to keep it silent while capturing images of upskirts?
