If you happen to be a Samsung Galaxy S4 owner in Germany, you will be able to obtain this particular update via OTA or over the Samsung Kies computer software.
Do expect this Android 4.3 Jelly Bean update to come with a slew of new features, although the majority of them would be part of Samsung’s proprietary TouchWiz UI launcher and not in the operating system itself. Needless to say, this particular update rollout process would be a gradual one, so it is also a good time to exercise patience as one of your virtues.
