It will be part of the “any percentage” completion run, and will also take advantage of several glitches such as clipping through walls, but one cannot deny that to spend just 3:26 on the game, right from the beginning all the way to the end, is a superbly fast time, making it exceptionally difficult to complete. And to think that GeorgeThePlushie intended to complete the game in 3:40, which means that his achievement carries a whole lot more weight than originally intended.
