Concept toothbrush fails to clean

I'm pretty sure this will remain a concept toothbrush at best, as nobody has cavities that big which require a bunch of (literally) human heads scrubbing those nooks and crannies in your oral orifice clean. The figurines of these tiny people are all posed differently, and look as though they're waiting for the traffic lights to let them cross an intersection. Thomas Keeley has apparently plastered a bunch of miniature humans on a regular toothbrush head, but I'm not quite sure what kind of message this piece of art is trying to express. Does anyone have any idea?
