The iCloud service has been up and running for most countries, but unfortunately for the majority of them, the service has been limited to sharing books and information. We’re guessing that the delay of iTunes in the Cloud and iTunes Match for most countries is probably due to the different copyright laws, not to mention the negotiations that Apple would have to undertake with the local record labels of those countries as well. No word on when this service will be rolled out to Japan, but if the information is accurate, it looks like Japanese Mac/iOS users have quite a lot to look forward to.
